Ministers have informed the Foreign Legations at Peking that no need be felt by them in consequence of the recent changes. It appears, moreover, that the position of Li Hung Chang, the Viceroy of the Metropolitan Province of Chih-li, who is probably the ablest and most powerful Statesman in China, remains unaltered. Indeed, Sir Harry Parkes and other most competent judges are inclined to the belief that the recent degradations and punishments of certain Public Functionaries and Officers are intended mainly as a justification of the Imperial Court and dynasty in the eyes of the Chinese people; and that individuals are made the scape-goats for the sins of the Government, which will probably continue to be carried on under the old system.
